Guwahati: A skill development centre will be set up to train youths from the Northeast within the premises of TATA Sons’ upcoming Rs 27,000 crore semiconductor plant in Jagiroad, Assam Chief Minister Himanta Biswa Sarma said on Tuesday after deliberations with leaders of the Tata group.

On Wednesday, Biswa Sarma in Mumbai met Ratan Tata and TATA Sons chairman Natarajan Chandrasekharan to thank them for “displaying remarkable conviction and faith in our state to execute this mega game-changing investment”. According to the Chief Minister, the first chips could be rolled out by 2025.

Semiconductors are substances with electrical properties that enable it to serve as foundations for computers and other electronic devices and are considered lucrative by governments.

Through the skill centre, the federal government will empower youths from Northeast by training them in Artificial Intelligence, semiconductors and electronics and help them secure jobs in the unit. According to the state government, around 1,500 youth from Assam, mainly women, are already undergoing training at Tata facilities in and around Bangalore. Hundreds more are likely to be hired from Assam and adjacent states.

“This will place them in leadership position once the semiconductor facility becomes operational in 2025”, said the Chief Minister. “The upcoming Rs 27,000cr Tata semiconductor facility in Assam will put us on the world semiconductor map and transform the economic landscape of East India.”

“The state government of Assam in partnership with the Tata group will make Assam a major player in sophisticate semiconductors”, Ratan Tata said. “This new development will put Assam on the global map.” The tycoon also suggested that the Assam Chief Minister’s “support and vision” made the plant possible.

Earlier this month, the Assam cabinet arranged to pass on all the incentives outlined in the Assam Semiconductor Policy 2023 to Tata Semiconductor Assembly and Test (TSAT), a unit of the Tata Group, which will build the plant. The decision was made days after the Ministry of Electronics & Information Technology's approved the semiconductor unit in Assam.

India has been clear about its intent to become a global semiconductor hub. In December 2021, the government announced a production-linked incentive scheme worth Rs 76,000 crore for chip and display fabrication units.
