The Mukhya Mantrir Sahaj Griha Nirman Asoni or MMSGNA was launched in October 2020 by amending the 2014 Bye-Laws. Under the scheme, any person who has land between 4 lessas and 2 and a half kathas is entitled to automatic online permission for ground + 2 buildings. This entire procedure takes place online. The beauty of the project is that there is absolutely no interface with the government servants from the stage of initiation through submission of the application till the time building permission is issued. Once an application is submitted, processing takes place at the back end and a building permit is issued after payment of requisite fees.
All applications of up to Ground +2 storied residential buildings with a plot area not exceeding 670 sq m within Guwahati Metropolitan Area (GMA) are required to be submitted through empanelled Architects and Engineers under GMDA. GMDA has already empanelled qualified Engineers and Architects with minimum 10 (Ten) years of experience as Registered Technical Personnel (RTP) and these RTPs are authorised to submit online proposals on behalf of the owner/applicant.
A software solution has been designed for the implementation of "Mukhya Mantrir Sahoj Griha Nirman Achoni". Citizens can reach the web portal www.mmsgna.in either directly or through the website of GMDA. Around 64 RTPs have been empanelled so far. Till now, 3684 applications have been submitted and 3551 permissions issued under this scheme.
