Major reshuffle of bureaucrats in Assam

Guwahati: In a major administrative reshuffle, Ravi Kota has been appointed as the Chief Secretary to the Government of Assam, effective from the superannuation date of Paban Kumar Borthakur, IAS, who currently holds the position and is set to retire on March 31, 2024, the official order stated.

Ravi Kota, a 1993 batch IAS officer, is currently serving as the Additional Chief Secretary to the Government of Assam in the Home & Political Department, overseeing Passport and Prisons, as well as the Industries, Commerce & Public Enterprises Department.

Additionally, the Assam Government has undertaken a major reshuffle, transferring and assigning additional charges to several other IAS officers. The following are the key changes:

Ravi Shankar Prasad (IAS-1990): Currently Additional Chief Secretary to the Govt. of Assam for Environment & Forest, Soil Conservation Departments, and Director General of Assam Administrative Staff College, has been designated as Special Chief Secretary. He will continue to hold his existing charges and is also appointed as Principal Resident Commissioner, Assam Bhawan, New Delhi, in an additional capacity.

Syedain Abbasi (IAS-1990): Presently Additional Chief Secretary handling Public Health Engineering, Water Resources, Irrigation, and Information Technology Departments, as well as the Resident Representative of the Govt. of Assam in New Delhi, has been designated as Special Chief Secretary. He will also continue to serve as Chairman of APDCL.

Dr. Ashish Kumar Bhutani (IAS-1992): Serving as Additional Chief Secretary for Agriculture, Transformation & Development Departments, Agriculture Production Commissioner, Assam, Chairman of State Level Recruitment Commission for class-III & Chairman of ARIAS Society, has been designated as Special Chief Secretary, retaining his current charges.

Kailash Chand Samria (IAS-1993): Chairman of the Board of Revenue, has been appointed as Additional Chief Secretary to the Govt. of Assam, Fishery Department, in an additional capacity.

Avinash Purushottam Das Joshi (IAS-1994): Currently holding the position of Additional Chief Secretary for General Administration, Health and Family Welfare Departments, and Addl. Principal Resident Commissioner, Assam Bhawan, New Delhi, has been transferred and posted as Additional Chief Secretary to the Govt. of Assam, Home & Political Department. He will also continue to serve as Additional Principal Resident Commissioner, Assam Bhawan, New Delhi.

Dr. Krishna Kumar Dwivedi (IAS-1996): Principal Secretary to the Govt. of Assam for Personnel and Power (E) Departments & Chairman of APDCL, has been transferred and posted as Principal Secretary to the Chief Minister, Assam, and Principal Secretary to the Govt. of Assam, Power (E) Department.

Dr. Patibandla Ashok Babu (IAS-2003): Returning from Central Deputation, he is posted as Commissioner & Secretary to the Govt. of Assam, Health & Family Welfare Department.

M. S. Manivannan (IAS-2005): Commissioner & Secretary to the Govt. of Assam for General Administration, Irrigation Departments, CEO of SITA, and Resident Commissioner, Assam Bhawan, New Delhi, is also posted as Commissioner & Secretary to the Govt. of Assam, Personnel Department.

Akash Deep (IAS-2005): Principal Secretary cum Chief Executive Officer, Bodoland Territorial Region, Kokrajhar, Assam, and PD, ARIAS, is relieved from the additional charge of PD, ARIAS.

Rakesh Kumar (IAS-2005): MD of APDCL and Commissioner & Secretary to the Govt. of Assam for Fishery and Excise Departments, and Chairman of APGCL, and Commissioner of Excise, Assam, is relieved from the additional charge of Commissioner of Excise, Assam.

Virendra Mittal (IAS-2007): Returning from Central Deputation, he is posted as Commissioner & Secretary to the Govt. of Assam for Social Justice & Empowerment, Irrigation Departments, and PD, ARIAS.

Biswajit Pegu (IAS-2009): Secretary to the Govt. of Assam for Social Justice & Empowerment and Home & Political Departments, is transferred and posted as Secretary to the Govt. of Assam, Home & Political Department.

Jitu Doley (IRS, Civil Code-14164): Secretary to the Govt. of Assam for the Finance Department, is also posted as Commissioner of Excise in an additional capacity.
