Guwahati: The Assam government led by CM Himanta Biswa Sarma has launched 'Mission Basundhara 3.0', an initiative to provide land rights to indigenous people in the state. This new scheme aims to digitize land-related services and publish maps for the benefit of the people of Assam. The government has implemented several new rules to simplify the process of giving land rights to the people.
The Project Closed User Group (CUG) of ASDMA will be a contiguous special series of mobile numbers allotted to officials and staff under the Revenue and Disaster Management Department for seamless communication and efficient coordination during emergencies. Government officials will be equipped with specially allocated SIM cards to facilitate critical communications.
The Revenue Department's Digidoc will streamline services, reduce processing time, and enhance public convenience and efficiency. The Chief Minister of Assam handed over financial grants of Rs. 1 lakh each for the digital upgradation of the offices of Mouzadars across the state.
Domicile requirement relaxation for Tea Tribes, indeginious communiities
Three-generation ancestry is required for land rights under Mission Basundhara, but SC, ST, Tea Tribes, and Gorkhas will not be required to prove three-generation ancestry under Mission Basundhara 3.0.

The government will introduce unprecedented land reforms and issue Land Passbooks to all land holders, strengthening its resolve of 'Jati, Mati and Bheti' (identity, land, and base). Speaking of Basundhara 3.0, Himanta Biswa Sarma said, "Our aim is to give the services we could not provide during Basundhara 1.0 and 2.0. Some of them require some legislative changes, some require technology changes. This Basundhara 3 is a final package, so our people can reap these benefits. If this mission goes smoothly, then in Assam there will be no legacy problem regarding land rights. Then later on we can also start the process of issuing land passbooks to people. This is a massive land reform opportunity. This has never happened in the state."
The government received a huge number of applications from different beneficiaries, validating its efforts in land-related initiatives in Assam. The second edition of Mission Basundhara was launched in November 2022, and over two lakh indigenous people were granted land rights within one year.
