TRAI issues consultation paper on ‘revision of national numbering plan’

New Delhi: The Telecom Regulatory Authority of India (TRAI) has released a consultation paper on the revision of the National Numbering Plan. The plan, which was created in 2003 to allocate numbering resources for 750 million telephone connections across India, is now at risk due to rapid growth in services and connections. 

With 1,199.28 million subscribers and a teledensity of 85.69 percent as of March 31, 2024, it is crucial to assess the utilization of Telecommunication Identifiers (Tis) and make prudent policy decisions to ensure a sustainable reservoir for the continued growth of telecommunication services.

The Department of Telecommunications (DoT) managed telecom identifiers for both fixed and mobile networks, following the E.164 series of ITU’s Telecommunication Standardization Sector (ITU-T) Recommendations. 

The TRAI received a reference from the DoT seeking recommendations on the revised National Numbering Plan under section 11(1)(a) of the TRAI Act 1997. The consultation paper aims to assess all factors affecting the allocation and utilization of Telecommunication Identifier (TI) resources and proposes potential modifications to enhance allocation policies and utilization procedures.

Stakeholders are invited to submit written comments on the Revision of National Numbering Plan by July 4, and counter comments by July 18. Comments and counter-comments can be sent electronically to the advisor (BB&PA), Telecom Regulatory Authority of India, or contacted on +91-11- 20907757.
