New online services like map services and e-Chitha will provide invaluable benefits to the public: Minister Jogen Mohan

Guwahati: Assam's Mission Basundhara 3.0, set to be launched on October 2, 2024, promises to revolutionize land management and disaster response in the state, according to Jogen Mohan, minister of Revenue & Disaster Management, Hills Area Development, Mines & Minerals, Government of Assam.

Speaking at the Srimanta Sankardeva Kalakshetra during a capacity-building workshop on 8th September, 2024, the Minister told Business North East that the newly e-services is aimed at resolving critical land and disaster management issues.

Key components of Mission Basundhara 3.0 include several advanced services such as the escalation matrix, e-Chitha, land valuation certificates, and a community response portal by the Assam State Disaster Management Authority (ASDMA). These initiatives are expected to significantly streamline land-related processes and enhance transparency, said the minister.

These e-services were unveiled yesterday by Chief Minister Himanta Biswa Sarma.

"Five acts passed in the last autumn assembly session will be implemented immediately, marking a historic first," Minister Mohan mentioned.

Minister Mohan adds, "Mission Basundhara 3.0 will have several other changes, including the extension of land entitlements to urban tenants, a relaxation of premiums, and the conversion of Annual Patta land to Periodic Patta land, the minister added.

Minister Mohan also informed, "For the first time, educational institutions, organizations and clubs will also be eligible to receive land under government relaxations based on mandatory certifications like land holdings." 

Additionally, Minister further added, "urban settlements will see relaxed premiums, and new online services like map services and e-Chitha will provide invaluable benefits to the public. The e-Chitha, accessible through the Sewa Setu portal, will allow users to trace the history of land, including previous ownership details, facilitating more informed property transactions. The land valuation certificate will aid both buyers and sellers by providing accurate land valuation information."

Mission Basundhara 3.0 also introduces improved facilities such as e-Khazana and e-Jamapandi, which will be available at local service centers and online. Notably, the system has already seen international transactions, with contributions from individuals in Australia and the US, mentioned the minister.

The Minister highlighted that the initiative will address long-standing land and occupancy issues faced by the common people and emphasizes the importance of skill upgradation for workers involved in this process. 
Land pattas will now be distributed in intervals of two months, rather than all at once, to ensure a more efficient distribution, minister added.

Mission Basundhara 3.0 will be a transformative step towards modernizing land management and improving the lives of Assam's residents, minister further added.
