Personal vehicles registered in other countries will now be allowed on Indian roads. The Ministry of Road Transport and Highways has issued this through a notification of the Motor Vehicles Non-Transport Vehicles Visiting India Rules, 2022. However, all foreign registered vehicles will have to follow Indian guidelines of carrying certain documents while entering in India and plying in the Indian Territory.
The travelers are required to carry a valid registration certificate, driving license or international driving permit, insurance policy, and pollution under control certificate (if applicable in the Indian origin) during their stay in the country.
Along with the original documents, the traveler wills be required to carry an English translation of the documents duly authenticated by the issuing authority in case the documents referred to above are not in English.
However, the same vehicles will not be permitted to transport local passengers and goods within the territory of India. Further, motor vehicles registered in any country other than India shall be required to follow with rules and regulations made under the Motor Vehicles Act 1988 of India.
The Motor Vehicle Act 1988 provides in detail the legislative provisions regarding licensing of drivers/ conductors, registration of motor vehicles, control of motor vehicles through permits, social provisions relating to state transport undertakings, traffic regulation, insurance, liability, offenses, and penalties, etc.
In order to apply for a Goods carriage permit, the applicant has approached the RTO office to which his/her area belongs. In order to apply in person, the applicants willing to apply for tourist vehicle permit should submit an application form to the Transport Authority under whose jurisdiction the vehicle is registered or any authority authorized by the State/UT on this behalf.
It may be noted that in September only, the Ministry of External Affairs has also allowed foreign journalists to enter Assam after taking its permission.
