Assam Electricity Regulatory Commission revises tariffs

Guwahati: The Assam Electricity Regulatory Commission (AERC) has issued new tariff orders, revising tariffs for the Assam Power Generation Corporation Limited (APGCL), Assam Electricity Grid Corporation Limited (AEGCL), and State Load Dispatch Centre (SLDC), effective from April 1. The tariff for the Assam Power Distribution Company Limited (APDCL) will be revised from July 1.

APDCL filed petitions on November 30, 2023, seeking approval for the Truing Up of FY 2022-23, the Annual Performance Review (APR) for FY 2023-24, and the determination of the Revised Aggregate Revenue Requirement (ARR) and tariff for FY 2024-25. The company reported a revenue gap of Rs 1,766.09 crore for FY 2022-23, including a carrying cost of Rs 319.01 crore. For FY 2023-24, a revenue gap of Rs 1,437.11 crore was claimed, while a surplus of Rs 97.26 crore was projected for FY 2024-25.

Several factors contributed to the revenue gaps, including increased power purchase costs due to rising gas prices and higher distribution losses. APDCL reported a distribution loss of 16.22%, exceeding the approved 15.00%, resulting in an additional cost of Rs 196 crore. However, only ₹65 crore of this cost will be passed on to consumers.

The Assam state government also approved the conversion of outstanding grants into equity for APDCL, amounting to ₹2,603.69 crore from FY 2021-22 to FY 2024-25. APGCL and AEGCL received Rs 155.24 crore and Rs 821.81 crore, respectively.

APDCL did not propose any increase in Fixed Charges and Energy Charges but suggested merging the existing Fuel and Power Purchase Price Adjustment (FPPPA) with energy charges. The Commission decided to retain category-wise tariffs at the same levels as approved for FY 2023-24.
