Guwahati: The Assam Cabinet, under the leadership of Chief Minister Himanta Biswa Sarma, has declared several landmark choices aimed at economic development, rural growth, education, and infrastructure improvement.
The Cabinet passed a resolution expressing deep gratitude to Prime Minister Narendra Modi for his sustained support in accelerating Assam’s progress. The resolution recognised his role in proceeding with the Assam 2.0 initiative.
Recognising the Tata Group’s contribution to Assam’s industrial growth, the state government has decided to name the upcoming electronics manufacturing cluster in Jagiroad as Ratan Tata Electronics City (RTEC). This initiative is expected to appeal to investment, generate employment, and position Assam as an emerging industrial hub.
The Cabinet approved the Xamahar project under the Assam Challenge Fund for Innovative Finance in Agriculture (ACFIFA), implemented by the Assam Rural Infrastructure and Agricultural Services (ARIAS) Society. This initiative aims to provide ground-breaking financial solutions to farmers and rural businesses.
Moreover, the government has set up the CM’s Foundation for Rural Development (CMFRD) with an initial corpus of Rs. 90 crore pooled from 105 state departments to support rural entrepreneurs.
To increase youth participation in the state’s construction sector, the Cabinet has relaxed the Pre-Qualification Criteria in the Public Works Department’s (PWD) Standard Bidding Document, making it easier for unemployed engineers to participate in government projects.
Unemployed Graduate and Diploma Engineers from Assam will now be registered under a new category and exempted from the standard contractor registration requirements. Engineers can bid for projects individually if they meet a net worth requirement of 35 per cent of the project value—10 per cent in cash and 25 per cent from NIT-certified funds.
Those unable to meet the net worth requirement can form a Special Joint Venture (SJV) with an eligible financial partner. Engineers will be permitted to participate in projects requiring major construction equipment, provided they deploy qualified technical personnel. This policy is expected to open new avenues for young engineers, startups, and entrepreneurs in the construction industry.
To support sustainable construction and local industries, the Cabinet has approved the inclusion of Engineered Bamboo Composite Materials in the Schedule of Rates (SOR) for PWD (Building & NH). As part of this initiative:
At least 5 per cent of construction materials used in all new public buildings must be bamboo-based. This move aligns with Assam’s goal of leveraging its abundant bamboo resources for economic growth while reducing dependence on conventional building materials.

The Cabinet has sanctioned the establishment of two new private universities:
EdTech Skills University, Assam (Tinsukia)
Maa Kamakhya National University, Assam
These institutions will enhance higher education and skill development opportunities in the state. To maintain quality education standards, the Cabinet has approved amendments to the Assam Private Universities Act, 2007, including aligning private universities with government regulations while distinguishing them from specialised institutions. Mandating security clearance before setting up any new private university. To position Assam as an attractive investment hub, the Cabinet has introduced two new industrial policies:
Assam Electronics System Design & Manufacturing Policy, 2025
Assam Pharmaceutical and Medical Device Policy, 2025
These policies are expected to drive business expansion and industrial growth in the region.
Addressing Assam’s persistent flood and erosion challenges, the Cabinet has sanctioned 46 flood and erosion management projects across the state with a total budget of Rs.338 crore. These measures aim to provide long-term solutions to safeguard communities and infrastructure.
With these strategic decisions, the Assam government continues its commitment to advancing industrial and rural development, fostering education, and addressing critical environmental concerns.
