Moment is Right for Assam To Lead': Alka Sharma Highlights State’s Rising Potential With BioE3 Policy

Guwahati: Assam's resources and unique strengths have helped the biotechnology sector rapidly expand and position it as a rising hub for biomanufacturing and research. With collaborations between the central and state governments, the industry promises significant economic growth, sustainable development and employment opportunities for the youth.   

Business North East (BNE) recently interviewed Alka Sharma, Senior Advisor and Scientist at the Department of Biotechnology (DBT), who emphasised Assam's growing capabilities in the biomanufacturing industry. With the biotechnology ecosystem already established and recent advancements made through strategic policy actions, the state is well-positioned to capitalise on its expanding biotech potential.

Sharma highlighted that the biotech ecosystem in Assam is already well-developed, with significant progress in infrastructure, policy, and startup support. Moreover, one key development is the recently approved BioE3 Policy (Biotechnology for Economy, Environment, and Employment). Sharma pointed out that this policy will foster biotech innovation across several thematic domains, many of which align with the distinctive strengths of Assam.

“The moment is appropriate for Assam to build upon these foundations. The BioE3 Policy will create new opportunities for the state, particularly in the fields of biotechnology and biomanufacturing,” Sharma stated and added that the Department of Biotechnology is focussing on establishing central-state collaborations to enhance the sector further.

BNE has learned that as part of the BioE3 Policy, the eight BioNEST (Biotech Incubation Centres) have been established with support from the DBT. These centres have become crucial in promoting innovation and supporting biotech startups. According to Sharma, the number of biotech startups in Assam has consistently increased, particularly since 2014, showcasing the growing interest and opportunities within the sector. This expansion presents a significant opportunity for Assam to position itself as a leader in biotechnology and biomanufacturing.

She also addressed how local artisans and new businesses can tap into the resources available within this growing ecosystem. She explained that through government policies like BioE3 and initiatives that encourage partnerships between central and state governments, there are now more opportunities for local startups and businesses to enter the biotech sector. Sarma mentioned that a dedicated roadmap for Assam’s biotech industry was a key topic of discussion during a meeting, highlighting its importance in advancing the biomanufacturing sector earlier this week.

“The startup ecosystem is lively and brimming with potential. I had the opportunity to attend an exhibition, and I witnessed the creativity and skill that has developed in recent years. The biotech startup industry, in particular, has seen considerable growth, and with the right support and collaboration, this potential can be fully realised,” she said, reflecting on Assam's startup community. 

Sharma emphasised that the DBT, in collaboration with the Assam government, will develop strategies to advance biotechnology and focus on bio-manufacturing, an area where Assam holds significant potential. She further noted that the central govt initiatives are aligned with regional needs, creating a timely opportunity for Assam to optimise its resources and strengthen its position in the bio-manufacturing sector.
